Plumley Engineering, P.C. has been providing quality Civil, Environmental and Geotechnical Engineering services, primarily in New York State, since 1985.
Our qualified and dedicated staff consists of licensed and pre-licensed civil and environmental engineers, geologists, a natural resources scientist, GIS specialists, CADD professionals and support staff. Their priority is to meet our clients' needs by pairing substantial knowledge, expertise and experience with a no-nonsense work ethic and a healthy dose of common sense to provide the best solution possible.
The firm works from its offices in Baldwinsville (near Syracuse) and Rome, New York, both centrally located to serve New York State. We have also performed work in Pennsylvania, North Carolina and Vermont and have been licenced to work in Pennsylvania, North Carolina and Vermont.

Joel D. Plumley, P.E., President and founder of Plumley Engineering, P.C., started the business shortly after receiving his Professional Engineer’s license in 1984.
He began working from his basement while his wife, Patricia, helped support the family working as a programmer/analyst. Joel and Patti raised two children, Jesse and Jay, and recently celebrated 41 years of marriage. Jesse joined the firm and earned his Professional Engineer’s license in 2018.
Joel’s personal business philosophy, “Do good work, and we’ll get work”, arose from his grassroots upbringing in Camden, New York: Use technical know-how, expertise and integrity to provide “common sense” solutions.
Soon after starting the business, Joel began working with Frank Karboski of Karboski Consulting Service. Together with Joel’s geotechnical engineering and hydrogeology experience, they established a market in the geosciences. Frank, a licensed Professional Geologist, later joined the firm as the Senior Geologist.
As the firm’s reputation grew, the company moved to a rented office space in Baldwinsville. More personnel, primarily Civil Engineers, Environmental Engineers, Civil Technicians and support staff, were added to meet the demands of additional work.
Joel’s personal belief in “Common Sense” solutions continued with the addition of Dale R. Vollmer, P.E., as Managing Environmental Engineer (formerly of the New York State Department of Environmental Conservation) and promotion of Julian F. Clark, P.E. to Managing Civil Engineer, expanding the business’s footprint and expertise.
In 2000, the firm constructed the current office building in the Radisson Industrial Park on State Route 31 just east of the Budweiser Brewery in Baldwinsville, where we remain today.
Joel’s passion for all things transportation, combined with his engineering acumen, has also made the company a go-to organization for railroad track design.
In 2008, continued expansion and need of services into Oneida County and surrounding areas saw the firm opening the doors to its second office location in Rome, New York.
The company takes pride in the long-term tenure of its staff. Over 40% of the employees have been with the company 25 years or more, and close to 90% have been with the company for over a decade. Christine Sykes, our invaluable Office Manager, is the longest serving employee, having been at the firm for 30 years.
Today, the company practices a very diverse range of professional engineering and environmental services but stays true to its core values of technical know-how, expertise, quality, integrity and “common sense” solutions.
