Joel is a Professional Engineer Licensed in the States of New York, Pennsylvania and North Carolina and provides a variety of civil, environmental, geotechnical, hydrogeologic engineering services performed for industrial, municipal, commercial and individual clients. Joel obtained his B.S. in Civil Engineering from Syracuse University with the A.A.S. in Civil Technology from Mohawk Valley CC.   DALE R. VOLLMER, P.E. As Managing Engineer for the Environmental Department, Dale is responsible for project management, design, and construction management of variety of civil and environmental engineering projects including petroleum and hazardous waste site investigation. Brownfield  redevelopment, and environmental site assessments. Dale has over 30 years of environmental engineering experience, was an Associate Senior Environmental Analyst for Niagara Mohawk Power Corp. and held a variety of positions including Regional Spill Engineer with the NYS Department of Environmental Conservation. Dale obtained his B.S. in Civil Engineering from Clarkson University.   JULIAN F. CLARK, P.E. As Managing Engineer for the Civil Department, Julian is responsible for management of all civil projects, as well as completing design and construction management for various civil engineering projects including subdivision development, municipal sewage disposal & water distribution systems and construction management. Julian obtained his B.S. in Civil Engineering from Clarkson University.   STEPHEN J. DARCANGELO, P.E. Steve has over 20 years of experience as a civil engineer. His work includes consulting for commercial, industrial and municipal clients. His areas of expertise include environmental site assessments, geotechnical investigations, and structural design. Steve's work experience includes Operations Manager for the Institute for the Application of Geospatial Technology in Auburn, New York. Steve obtained his B.S. of Forest Engineering from SUNY Environmental Forestry, his B.S. in Civil Engineering from Syracuse University with his Masters of Environmental Engineering from the University of New Hampshire.   DANIEL L. FALDZINSKI, P.E. As Project Engineer, Dan's responsibilities include the management of various civil projects including completion of land development projects, storm water management, and village engineer for Baldwinsville. Dan was a Project Engineer for CH2M Hill in Coral Springs Florida and was responsible for the design of municipal sewage, storm water, and raw water supply systems. Dan obtained his B.S. of Civil Engineering with a concentration in Environmental Engineering from Clarkson University.   WILLIAM J. SPIZUOCO, P.E. As a Senior Engineer, Bill has over 22 years of professional experience.  His project management work includes: air regulatory permitting, air pollution control, and air toxics dispersion modeling; environmental compliance auditing for air, water, wastewater, solid & hazardous wastes; petroleum and hazardous waste sites characterization / feasibility studies for remedial investigation and remediation.  Bill previously worked for Bristol-Myers Squibb and with Environmental Resources Management, both in Syracuse.  He obtained his B.S. in Geology from the University of Connecticut and his M.S. in Civil and Environmental Engineering from the University of Rhode Island.
